INVITATION FOR TENDER FOR THE IMPLEMENTATION OF 2017 CAPITAL PROJECTS

INTRODUCTION:

The Federal Government of Nigeria has provided funds in the 2017 Appropriation for the Consumer Protection Council of Nigeria (CPC) for the implementation of 2017 Capital Projects.

The office therefore, invites interested and reputable Contractors/ Consultants/Suppliers for the procurement and execution of the under listed projects:

ELIGIBILITY REQUIREMENTS:

         

  • Verifiable Evidence of Certificate of Registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation;
  • Tax Clearance Certificate for the last three years (2014, 2015 & 2016);
  • Verifiable Evidence of Compliance with the Industrial Training Fund Amendment Act,by inclusion of Compliance Certificate from the Industrial Training Fund (ITF) for (2017);
  • Verifiable Evidence of Compliance with Pension Reform Act, 2004, by inclusion of Compliance Certificate from the National Pension Commission (PENCOM) for 2017;
  • Verifiable Evidence of registration  on the National Database of Contractors,        Consultants  and Service Providers with the Bureau of Public Procurement  (BPP); by submission of the Interim Registration Report (IRR) as evidence of compliance (2017 and above);
  • Verifiable Evidence of Compliance with the Employees Compensation Act which requires all employers of labour to remit 1% of the total annual emolument of workers to the National Social Insurance Trust fund (NSITF) 2017;
  • Verifiable Evidence of the Company’s Audited Accounts for the last three years (2014, 2015, 2016);
  • Sworn Affidavit (2017):
  1. Of the company not being in receivership  or insolvency or bankruptcy;
  2. Disclosing whether or not any officer of the relevant Committees of the procuring entity or BPP is a former or present Director who has any pecuniary interest in the bidder;
  3. Of not having any Director who has been convicted in any country for any criminal offence;
  4. Confirming that all information presented in its bid are true and correct in all submission;
  5. Of not having any Director current or retired who has any pecuniary interest in the Bidder.         

ADDITIONAL REQUIREMENTS:

  • Detailed Company Profile showing verifiable evidence of possession of experience in similar job and submission of at least five projects of similar nature and complexity applied for with Letters of award,job completion certificates in the last five years;
  • Evidence of possession of qualified personnel with their Curriculum Vitae and professional qualification (in fields relevant to Lot bidded for) and ability to perform the obligation of the contract;
  • Verifiable evidence of financial capability to execute the project from a reputable Bank of the Firm/Company;
  • Verifiable evidence of payment of a non-refundable payment of N20,000.00 (Twenty Thousand Naira) only through TSA Remita for Goods & Works;

*Proposal must be paginated and items required above to be arranged in the order of sequence as listed.

SUBMISSION OF EXPRESSION OF INTEREST (EoI) DOCUMENTS LOT A:

Interested Consultants and Service Providers should submit One (1) original and One (1) photocopy of their document with the Lot No. written at the top right corner of the envelope, clearly marked and labeled with name of Company and address at the back of envelope, and submit to:

COLLECTION OF TENDER DOCUMENTS (LOTS B & C)

Competent vendors and suppliers shall on written application collect Standard Bidding Documents from:

Upon presentation of evidence of payment of non refundable tender fee of N20,000.00 in favour of Consumer Protection Council (CPC)through TSA Remita for Goods & Works.

 

SUBMISSION OF TENDER DOCUMENTS (LOTS B & C):

Interested bidders should submit One (1) original and One (1) photocopy of their Technical and Financialbids in two different sealed envelopes and labelled “Technical Bid” and “Financial bid” respectively, with the Company’s name indicated at the back of each envelope. Both envelopes should be sealed and placed in a third envelope marked with the “Company Name and Lot No of Project bidded for “at the Top right hand corner and addressed to:

OPENING OF BID DOCUMENTS:

Technical documents for LOTSshall be opened immediately after the close of submission at the Conference room of the office. Please note that only Firms/Companies who fulfill the requirements would be invited to collect the Request for Proposal (RfP) for Lot A.

PLEASE NOTE:

  • Bidders shall not bid for more than two (2) Lots, if discovered, such bidder will be disqualified;
  • Consumer Protection Council (CPC) reserves the right to reject any or all the submissions that do not meet up with the requirements as specified.

ADDENDUM

RE: INVITATION TO TENDER FOR THE IMPLEMENTATION OF 2017 CAPITAL PROJECTS

The Consumer Protection Council had earlier advertised for invitation to tender for 2017 capital projects in the Federal Tenders Journal, Punch and Tribune News Papers on 7th August, 2017. The Council wishes to add Additional Eligible Requirements as stated below:

  • CAC Annual Returns for 2016
  • Evidence of Registration with Financial Regulation Council
